France Rejects Junk Food Tax Proposal Amid Rising Obesity Crisis and Health Costs

In France, obesity impacts 15% of the population, spanning moderate, severe, and morbid cases. This concerning trend drives substantial health costs, with overweight and obese individuals accounting for 56% of outpatient care expenses and likely more in hospitals, per the Public Treasury. Excess weight elevates risks of chronic diseases and mortality—in 2002, obesity linked to 13% of European deaths. A September 1, 2016, Public Treasury report urged taxing foods promoting overweight, but Economy and Finance Minister Michel Sapin dismissed it.

A Precedent in Mexico

The Treasury suggested taxes on high-calorie or poor-nutritional-quality products, avoiding narrow targets like sodas. Mexico has applied such a tax since 2014. Minister Sapin countered that the government prioritizes tax reductions, stating: "The Treasury proposes ideas to inform debate; politicians decide." Clarity indeed. With obesity's 2012 social cost at 20 billion euros—matching tobacco or alcohol—alternative strategies are urgently needed.
